Backlog Programme 2024/25

To achieve QE Facilities (QEF's) objectives of completing the backlog scheme on time and within budget, GenNorth were appointed as the internal project managers for the 2024/2025 backlog programme. This complex programme comprised several internal refurbishments, plant replacements, and enabling works for the installation of specialist equipment.

The scope of works included:

  • Pharmacy Robot Enabling Works Chiller Replacement

  • Pathology RO Replacement

  • Endoscopy RO Replacement and minor refurbishment

  • Replacement of six AHUs for theatres

  • Theatre 8 refurbishment and asbestos removal

  • IPS UPS installation for SCBU and the Maternity Theatre

  • Maternity LEV installation

  • Maternity Resuscitative replacement

GenNorth swiftly appointed a contractor to perform a pricing and design exercise across all schemes within the programme. Upon receiving the costs, GenNorth rigorously reviewed and challenged the contractor's estimates to reduce the overall cost, as the initial projections exceeded the budget. Through weeks of negotiations and meticulous programming, GenNorth identified cost efficiencies in preliminary expenses. Following this process, QEF and GRL reached an agreement on the costs for each project, and GenNorth successfully managed the contract execution process.

GenNorth also spearheaded stakeholder engagement by hosting weekly meetings to provide updates, discuss potential disruptions to services, and explore mitigation strategies. This proactive communication ensured alignment between all parties.

  • Budget Constraints: The initial budget used to approve the backlog programme proved unrealistic, resulting in cost overruns. GenNorth addressed this by challenging the contractor’s estimates and re-sequencing the programme to lower preliminary costs.

  • Equipment Lead Times: Lead times for specialist equipment threatened the programme's completion by the financial year's end. GenNorth held detailed sessions with the contractor to refine the schedule, enabling a two-month reduction in the overall programme timeline and minimising financial-year overrun.
