Morley Skills Centre

GenNorth are providing Cost Management services to Leeds City Council for the Morley Learning and Skills Centre, a landmark regeneration project repurposing the Grade II listed St. Mary’s in the Wood Church. This initiative embodies Leeds City Council’s dedication to enhancing access to education and vocational training, as highlighted in the Morley Investment Plan.

The project will transform the historic church into a modern adult learning hub, including classrooms, meeting spaces, offices, a café, and an Emerging Technology Facility. This facility is aimed to train local residents in cutting-edge fields such as virtual reality, artificial intelligence, robotics, and 3D printing, preparing them for an ever-evolving job market.

Initially, GenNorth was appointed as cost manager for the project’s tenant, Luminate Education Group (LEG), during RIBA Stage 3. At this stage, GenNorth reviewed and refined a Stage 2 cost plan that had surpassed the budget. By collaborating closely with LEG, Leeds City Council, and the design team, GenNorth ensured the project’s design and costs aligned with funding constraints.

Following RIBA Stage 3, project responsibility transitioned to Leeds City Council, which took over the design team. Consequently, GenNorth shifted to directly supporting the Council, beginning with the development of the Stage 4 cost plan. GenNorth provided detailed cost advice to ensure the project adhered to its financial and delivery goals while also advising on procurement strategies to optimise efficiency within public procurement frameworks.

GenNorth is coordinating the preparation of the construction contract for Leeds City Council, ensuring it reflects the Council’s requirements and priorities. They will lead the tender process by preparing documents, evaluating submissions, and recommending contractor appointments.

During the construction phase, GenNorth will continue to support Leeds City Council by delivering post-contract quantity surveying services. These include preparing valuations and advising on cost implications arising from design or scope changes.

By maintaining a cost-effective and high-quality approach throughout the project, GenNorth play a pivotal role in preserving and revitalising a significant historical building. The Morley Learning and Skills Centre will serve as a vital educational resource for the local community, fostering economic growth and equipping residents with future-ready skills.
